Public Access Policy

What is the University of Texas stance on open repository posting of federally sponsored research? Is it effectively monitored by the VP for Research? Do the faculty have sufficient avenues for compliance, or should the UTDR be considered as a solution to a mandate with which we may not be in compliance?
